Fuse taken away

I reside in Anniah reddy layout, JP Nagar. The fuse of one of my tenants house is being regularly taken away by the meter reader. the first time he claimed that the bill was not paid. but when we cross checked it was paid on time. again as im typing this mail the fuse has been taken away whild i have the paid receipt in front of me. Is there any way i can get the senior authority to handle this.
