Stolen the taxes are profit for the owne

I would like to complaint against the restaurant Bhagwati Rasoi at Rohini, Sector-15. I had go their for dinner on 5-6-09 with my family and family mambers. After taking the dinner I asked for bill but he gave me the fake bill without VAT and said "we are stoling the taxes that s our main profit" I was very strange whats effect on my childrens whoes are lising these words. I want to take legal action against the restaurant so plz consider my complaint seriously its important for my country s development also. Take the legal action against him if any detail query plz feel free to contact me.
