New Connection problem

Dear Sir,

I had applied for new connection from Bharat Gas Agency in DDA Market, M.I.G Flats, Rajouri Gardens,

He got the form filled and i also gave the rent agreement. The person told me that some madam is on leave who gives connection so will send someone to verify but no ne came. I filled the form in November and despite repeated visits he says the connection is not available. Can someone help me as i need to borrow gas from someone everytime and pay extra for refilling.
