Late delivery and collecting extra money

While we are booking the cylinder they use to tell you will receive the cylinder within 10 days but we receive the cylinder after 18 to 20 days only and also the agency is billing the amount for 316.85 but the delivery agent collects as Rs.335.00, if we asks against the same they are telling that as delivery charges, if the agent is collecting the delivery charges let them include in the bill as service charges but they are not doing that and cheating the consumers.
