Asking for 2nd gas cylinder for 2 yrs

I have been provided one cylinder (while connection) and I am asking for 2nd cylinder while i got the connection, but the concern person not giving any response properly he is just saying next week... next month... its going for 18 months and m in touch continuously... still i didn't get my second cylinder... pls do the needful.
