2nd gas booking

I stay at Nalasopara, Taniya gas agency of Bharat gas taking charges of Rs.2800/- for 2nd cylinder booking & saying that u r getting charging battery with it & u have to compulsary take it. If we don't need it why we wil take it, is it nit wrong?

Why we wil spend our almost Rs.1500/-more when everybody has taken 2nd cylinder in around Rs.1000/-
