Delay in giving new cylinder against my transferred connection

Sir/Madam,
I was using bharat gas connection from past 5 years in raipur. But due to transferable job I got my connection transferred to kanpur. But here the distributor is delaying to give me new cylinder and asking to wait for 15 days.
This kind of system would definitely force the middle class people to go for taking the cylinder from a black market.
Kindly do the needfull.
