LPG cylinder delivery not done

I had registered my new connection on 16/11 at Bangalore and I have clearly mentioned to deliver cylinder on 23/11 since nobody was available at my home during 17 to 23 Nov. But withing two days I got a call that a person had come to deliver the cylinder. I told him that I am outside and I had already informed distributor to deliver cylinder on 23 Nov, yet he did not do that. then last five days I have been calling Bharat gas distributor, eveytime he answers that you will receive the cylinder today. but still I have not received that cylinder. The service of Bharat gas is not at all good
