Delay in delivery inspite of raising abill un me

I have booked gas on 23/11/09. Usually I get the supply in a day or two. But this time till now Ihave not got the replacement. After enquery in Anugraha Agency, the computer operators, on two days (7th & 8th Dec) informed me that, it is already dellivered to me on 25/11/09. When Itold that it is not received by me, the operator told me that she will look in to it& send the cylinder. She did not commit when it is going to be delivered. That means, the cylinder sent to me is sold for prifit and the matter is known to the owner of the agency and the staff. The consumer is made to suffer. This my feeling. If you have any sense of responsibility please reply.
