Unable to tranfer the connection

I have to tranfer the connection from Adyar gas agency to Kovilabakkam gas agency so i have been trying a lot and got the distributor phone of the area that is padmavathy gas agency, but they dont pck the call . i feel helpless. I have only one cylinder i dont know what to do . my cutomer ID is :37659.

The adyar gas agency says i need ration card for transfer but i dont have that . how will i get the cylinder i am helpless.
