Non-delivery not picking up phone

I am staying in sanpada navi mumbai there is Excel Gas Agency who is supplying gas cylinder to us. But for the last 10 days i am consistently calling up but no answer. Either they not picking up phone or they keep engaged. After booking also they takes more than 15 days to deliver the cyliner. It is worst service Can Bharat Gas Authorities cancell their dealership or take strict action against these agencies.
