Late delivery (not guarented)

I booked for gas cylinder re-fill with my gas dealer M/s Delhi Gas, Uttam Nagar, New Delhi-59, Phone 64651996/1997/2856537 on dated 18-03, consumer no. 8183, and even with our repeated reminders the cylinder has not been delivered till date (22-03. There telephone number is always found busy or non-responsive and even if you are lucky to get through there standard reply is that they will supply it today evening or next day.

Can anybody is out there who is responsible for all this?
