Bharat gas LPG
Is transfer possible after 3 years?

I've a Bharat Gas connection from NCR. Now, I need to transfer it from NCR to Bangalore. But the vendor in the agency says that it is posible to transfer only when the connection is 3 years old. Is it any rule or anybody also facing teh same problem? Does anybody has solution for this? Pls advice. Thanks in Advance.
