Staff Cheating while filling GAS

Two days back i filled GAS for my car (WAGONR) in Bharath pertrol pump which is there in CAR CARE Centre, 143/97, Anna Salai, Ch-2.I was shocked because the GAS tank capacity as per maruti company is 22.5 litre. I got the bill from the petrol pump staff for 28.5 litre and also the meter is reading shows me 28.5 litre. How come it is possible. If iam not getting the proper response. I will go to consumer court.
