On many petrol pump of Bharat petroleum the minimum value of petrol to be filled is INRs. 30/- why it is so i dont know?

While when i put from Indian Oil petrol pump near me they accept the value as low as of INRs. 10/- also. Is it the rule that i cant fill the petrol between 10 to 30 Rs.??

I cant put put the value of 30 Rs. Since i am hostelite student everytime since we use bikes of eachother of a short distance. Why should i pay more as 30 Rs. When i have to go for just 10km journey. Please give me the solution.
