Poor service--Denail of complaint book

This complaint is in regards to the poor facilities provided at BPCL-PUSHPANJALI, Nelson mandela Marg, Vasant kunj-70... Staff members are not at all customer friendly, this is an ongoing issue now, everytime we ask for a complaint book, we get nothing but excuses, this time an un-educated man called himself as manager, who was not even dressed up appropriately, refused to provide the complaint register, when asked for the batch number of the petrol pump, he had no clue of what it is. Considering the person not as a manager, manager is never available, please check as this is not the service we pay for.
