NDNC Non-Functionality

I have an Delhi Airtel Number: 9910338197 which was registered with NDNC No.:S1004766726 on 20th june, but to no avail, it was all pleasant in first 3 months, but after that I start receving promotional calls/SMS from different vendors, I lodged a complaint with the Airtel but to no use, everytime they give me new reference number (19828073/19827904/19052159/19052065), even today I reveived a Promotional SMS from 9811866259 and I know if I call Airtel I will get a new reference number without any action.

Please help and get me some compensation from Airtel. there is no use of NDNC if I am getting promotional SMS/Calls.
