Delay in refill delivery and poor response to Phone

I am a consumer of Bharath Petroleum Corporation. Distributor is M/s. Super Flames, Kochin. Inordinate delay is caused in supplying refill cylinder. When called to enquire about supply, there is no response on the other end. Most probably they will keep the telephone receiver away from cradle so that nobody can call them.
