Not refunding booking amount Rs. 10000

In the year 2006 I did book one seat for admission in engineering for my daughter giving Rs 10000/- draft.by the Institute`s represantatives. Draft given in favor of BITS, Bhopal. At the time of submission of draft they assurd me that in case you will not like the college and do not take admission booking ammount will be refunded.

After visiting the college I did not find the college up to mark and did not take addmission. College authority told me that submit an application for refunding mony with all details we will send the cheque in your home address. i submitted the necessary documents with an application.

Till date I did not get any response. During this period I E mailed several time. Only once they rreplied saying "you come to the college and collect the refund mony"

I live in Bokaro Steel City, Jharkhand. and the college is in Madhya Pradesh Bhopal.

Please help me.
