Delay in issue of passport

My daughter ANTARA SARKAR applied for a new passport in the Regional Passport Office, Jaipur on 19 March. Her earlier passport had expired in 2007. The receipt no. is: JPRN00302109 and key no. 7800302109. I have cheked the status and it has been showing "PASSPORT WAS READY ON 26.3.09" since April. I tried to contact on phone a number of times, but no body picked up the phone. Then I sent a letter by speed post on 22 October addressed to the Regional Passport Officer with a request to issue the passport as early as possible. I have not received any response as yet.
