Loop mobile charges

I am using bpl mobile for last several years but for last one year they have stareted cheating me by charging 20 rs after i rechrage my account with rs 30 or rs 60 they immediatel deduct rs 20/- from my balance and they even dont reply on helpline no.50505.how can they deduct amount from my balance when i am not using any loop mobile services. they are really cheating people and should be jailed and recover the money they charged by selling their assets bloody rascals
