Card settled but billing is on

Hi sir/mam, i made a payment of rs 17000/- on 30 jan after that also ikept recieving the bill for couple of months then it stopped coming now suddenly after 03 years i recieve a bill of rs 19000/-.i spoke to the executive on helpline no she says if you dont have the settlement letter you will have to make the payment again.it is ridiculous every thing is expected out of the customer, the bank is not accountable for any lapses.how does the bank expect to keep the settlement letter for 03 yrs.my card no is 4006 6610 3798 3033.i request the higher authorities to kindly take up the matter and resolve it at the earliest and avoid further harrasment.thanks.
