Unknown Reasons for cancellation of services of SBI GOld Card

I had a SBI Gold Credit Card on which I made transaction of around 20k and converted the same into monthly EMIs. Now after 5 month or so I lost my credit so I blocked the SBI credit Card with the immediate effect and requested for new SBI Gold Card. Up till that time everything was fine with Credit Card and Service I was offered.

Now I got the new Card, but the irony is that all the services is barred/stopped on the new Credit Card. I asked to Customer Care and everybody is saying the due to internal discussion all the services of my Card is stopped with immediate effect. Don't they realize that there is something called RTI (Right to Information). Nobody is able give me any good logical reason for barring the services on my Credit Card. This is very frustrating and unprofessional of a SBI bank. Above all I am getting daily calls from SBI payment collection centers about the outstanding of around 22k which is because of leftover EMI which is harassing me up to my limits.

I have just one logical question to that, Why my new Card is blocked when my Old card (which I had lost) was working fine and I was able to do any transaction on the same, and on the new Card they stopped all the services and even harassing me by daily calls for outstanding amount which is actually a part of EMI scheme that every bank normally provide.

Can somebody help me, where to complain or whom to talk in the aforesaid matter.
