Poor Services and biliing

Dear Sir,
I had recently taken one Wimax Broadband connection in September. It is really poor services. The speed is not what they claim and there is frequent up and down about the speed. Worst is the billing. They had asked me to pay a bill of Rs. 6618/ for the month of june-july-august. When I took the services in the month of Sepetmber How can they bill me for the month of June-july and august. On enquiry standard answer is provided your complain will be resolved, first you pay the bill. Due to the poor services I am cancelling the Wimax connection, they are telling me post cancellation charges will be Rs. 1500/- I failed to understand what is post cancellation? I had taken the services with clear understanding and instruction to the Sales person of Reliance that If am not satisfied with the speed, I will cancell the same. Since I had paid one month Advance, I dont owe a single penny.
It is real horror to take a Wimax Connection of Reliance. The services are so poor, that one cant rely on that at all. To get the problem resolved is still more horrible, as no one takes onus on them that there is speed bottleneck in the services.
Please help me to get RID of Reliance Wimax Connection. Any help will be appreciated.
