Efund of registration charges

I have applied for broadband connection and paid Rs.500/- registration charges. after that i have informed by the deptt.that the broadband facility is not available in your area. I have given a copy of my letter address to SDO mtnl, c-2/2, krishna nagar delhi on 31.10.08 and request them to refund my registration charges but till date i have not received any reply nor refund of my registration charges. kindly look into the matter and refund my registration charges.
