Internet connectin error nd speed

Sir,

The Error i get connecting my internet is 696 Phone line busy... i cant access net .. even when called to exchange they dint respond to the calls.. even if visited to exchange they ask us to pick the technician and drop them back.. is it wise to change the subscriber cause two months back i had a very slow connection and now again.. will wait for sometime .. if i have been left with no option will opt. other private servises if my concern is not resolved..thank you..
