Hallicunating Broadband Connection

I have a 256kbps connection for the past 6 months, Last month (December) & this month (Jan 09) I had a terrible time with the service providers. The broadband connection was not available for about 11 days in Dec and finally when it come up, it was sort of a Hallicunated Net connection, 5min i could surf and the next 15min the signals were all dead!! incomplete downloads, slow speed (less than 10kb) and all that the BSNL complain board could say is dial a bla bla number and register your complaint!! and things will be done is about 24hrs... they never mentioned which 24 hour of which month thou!!..
The bill comes ontime.
The problem still persists...
