Wrong application of b.band plain

In september Iapply for a fresh b.band connection with plan H-250.(free 1 GB download) but I got connection with plain H-125 (free 154 MB download).result is i got a bill Dted-15/11/08 with heavy ammount.

I complain to sdo Mr Ramvilas (commercial) and AGM mr martolia

Dated-november 17.but they dont take any action about the complaint.and i got anther bill Dated-15/12/08.with plan H-125.

I came to know whose fault in this matter.who stould be punished.why we pay bill with huge amount.
