Due in six months paid bill

Sir i have bsnl broadband connection from six months.i have received time to time bill (around 650 rs./mth) from department i had paid all bills but in month sept/08i have received bill around 22000 rs and in month oct/08 around 17000 rs department said in these matter we were sending you average bill since six months these is the actual usage bill.sir if department gave me actual bill at time of connection month or next month then i have choice to using broandband or continuing these in higher plan or disconnected the same . so sir what i have wrights to reduce my bill as per old bills.
