Broadband Bill wrong

Sir,
I have recieved a broadband bill of 18000/- rs for the month of November and December. The problem is I have submitted my request for Plan change from Home 500 to Home UL 750 on 1st November. The Work Order was generated on the same date. BSNL Employees of our area ensured that the plan change is effective from the date Work Order is released, which was true for past changes...
My plan got changed on 3rd December and I was charged for the usage till that time.
Additionally, I was charged the rental of 750 rs and 500 rs both the plans for the month of december.
Please suggest...
Now they say that all the plan changes were put on hold for Nov month. It was not informed to us..
Will I get a refund.?
