BB Security deposit

I am an existing Broadband customer since 28-03 . From January my tarrif plan is changed to Home Combo 299 Plan. In my telephone bill for the Bill Period January 09, Rs. 299/- is charged for BB security deposit. I can not understand why the Security Deposit is charged.
