Negligent and poor service

I am BSNL, chandigarh subscriber using telephone no 0172-2641812 for broadband connection. The connection is intermittent and the problem is in the cable. Despite repeated complaints and talking to SDO, JE etc, the matter has not been resolved and the connection continues to be intermittent.
