Error 691

A month ago i changed my BSNL broadband plan from HOME 250 to HOME 500 C...

From the past few days, i hv been encountering error 691.But strangely my PC does connect sometimes

which means there is no hardware problem or any invalid username-password problem. I am also not able to check my broadband usage n change password coz there the page doesn't load. Please help me.
