Excess of bills

Sir, iam using bsnl broadband from last 2 years and my plan was 250 per month and 1gb free. but from March my plan changed if; 150 per month and 1 gb free but my bill of broadband of month April is very excess ie: 10545 . but my downloading of april is 1gb and 65 mb . when i contact to local exchange he told that it is bill of 2 years ie from- may to april . downloading of extra ie: above 1gb in two years . please tell that whose fault and why i pay this bill. They can said next month that ur also landline bill also pending then how i can give bill payment. this is pure cheating pls solve my problem
