Slow speed

I am anil... user of bsnl broadband .. initialy the speed was good .. but now the speed is very slow .. 20 kbps per second... i have logged complaint with bsnl .. they say they can't help .. the exchange is just 20 metres from my residence .. then also i m not receiving speed
