Poor speed

Sir,

i am using bsnl's broadband connection and my plan is 500C, under this plan the speed would be 256kbps to 2 mbps, but i could get only 15-20 kbps at the time of downloading, several complains had been launched but none is nothing goes in favour of me. my telephone no. is 033-24150230.
