No response for my Broadband connectivity complain

Broadband complain: DSL link light doesnt get constant. So, i couldnt access internet. I get the link only after 1 or 2 hours.

I've been complaining in our telephone exchange and also in toll free number 12678.The JE in exchange came and investigated the prob for some days, but he couldnt find out where the fault is. He never showed up again. The staffs in 12678 were also not responding well. I've been complaining in this regard since march 09.But no action has taken. I'm frustrated with their response already. I'm tired of complaining again and again. I'm a B.tech student and internet is a necessary entity for me to do my projects. I couldnt do my works over net when needed coz of this problem. Pls do consider this complain and take action immediately.
