Connectivity Speed

I have no connectivity from two days. When I Am complaining to BSNL Office Kotdwara there is no responce Wheneevre connectivity is here speed is no geniun. I have taken Unlimited 256 kbps & appers only 140 kbps speed. I have a problem with my clients.
