Showing high usage though not used

I am using bsnl broadband 500c plan.i usually get a bill below Rs 500/- as i use for domestic purpose. But I had to pay more than a 1000/- at times, I complined at local offices but there is no response. Actually I check the usage everyday. Some times the link, particularly in the last week of the month will not work properly showing that, Usage records are not available. If this is going to be repeated I have no option of complaining in the Consumer Forum.
