Changing tariff from 250 pm to 750 pm

My problem is that I have had applied for shifting my tariff plan from Rs.250pm to Rs.750 pm Unlimited as on 30th July09. But even on the 3rd of September my Tariff plan hasnt been changed. So, I used my application and have visited the commercial section again. The section has given me a work order number. This work order number I checked out with the Local exchange to seek if the work order has been executed. But the Local exchange reports that the work order has been executed, but my plan remains 250pm!!

I dont know whether this is a technical glitch or not, but the Local exchange has denied responsibilities and also the commercial section 'has done their best'.Now where shall I go and what can I do???
