Over-charged

I am using your BB 750 home plan from last 2 yrs, I am central gov. employee so i applied for 20% discount under your BB scheme. I got discounted bill first in July after a long battle but again You sent me full bill in AUG & Oct, what about my discount? Bsnl is a reputed organisation how could these kind of error happens. Inform me about the action taken against the responsible person within a week. Please refund my over paid money in next bill also please send me proper bill this month otherwise I have to consumer forum or telephone Adalat.
