Very slow transfer rate (downloading rate)

I have been using BSNL Broadband from 13 May. I have 'Home 500' scheme. For this scheme, the actual transfer rate (downloading rate) is about 256kbps to 2mbps. But, from the date I am using broadband, I notice that the downloading rate is only between 30kbps to 40kbps. This consumes a lot of time to download which is so irritatting and also clearly shows that it is far far below the advertised/assured transfer rate. Hence, i request to rectify this problem and increase the transfer rate atleast upto 256kbps, if not upto 2mbps.
