NOT GETTING CONNECTIVITY

Oadband connection obtained on 15.08.08 under 500 c plan. On opening of computer one has to dial like dial up connection and on dialing with password, error message 676-line is busy is common.despite complianing on several occassions it is not rectified.person visitng for repairs lacks proper skills/knowledge.please take up the matter
