Internet not connecting by saying phone busy (error 678) and if internet connects there are link failures many times

I have taken home 500c plan in dataone and i get frequently this 678 error (phone line busy) from recent times that is from a month, and the link aslo fails many times after getting connected, i have checked the modem it all right and working fine and my computer also doesn't have any virus or spy wares, the service people as usual do not respond so can any one give a solution to this problem, (the Phone line busy thing or 678 error is very frequent during the morning free hours)
