Slow intenet speed

Hello eveone,

I am staying in ahmedabad gujarat india. I am having Bsnl's dataone home 500 plan. The plans is of 2mbpd speed while during

free unlimited download time of 2 am and 8 am. I am only getting speed around 50 kbps. I have heard the rumours that bsnl is blocking the bandwidth and selling it to other isps in ode to earn more money which is illegal. Please help me on these problem.
