Customer care not attending the complaints

Sir,
its more than one month when i gave a written application about problem in broadband connection. Till then I have gone in the office. But answer is that we have noted down your complaint and will work on that. But of no use. No person has came to rectify the problem but the monthly rental bill had reached the home in time. Is this the way of behaving.
I am planning to disconnect the bsnl broadband and shifting to some other company.
