Slow speed of Broadband connection

We have a cyber cafe at r.k.nagar kolhapur. ourbsnl broadband plane is 6000.

lat 4/5 days we have problem with internet speed & some site like orkut, gmail, google you tube are not opened rapidly . what should i do . we confirm from egineer that problem is not from our place. please guide us.
