For start the barred facility of recharging

Sir my no.is 9412048912. i a the regular customer of bsnl. from 21 nov 08 the recharging facility on my no.is barred. i have coplained any times to customer care but the proble is not solve till now. so please start my recharging facility as soon as possible.
