Not getting the required information

We are trying to get the required information about power plan scheme. to wat we have to message to get activate 60paise per minute and also to what we shld message to activate low charge to 5 bsnl members. we r trying to contact customer care ppl but they r very much busy all d time. so please let me know the information as soon as possible
