Several landlines dead

In magarpatta city, we have approximately 9 connections in the name of geeta sankappanavar and sanjay sankappanavar across many flats that we own. on 2 apartments, the landline has been dead for the past 2 weeks and the bsnl complaint numbers are not being answered, the divisional engineer is not picking up the phone and the office says they cannot do anything.
please help - we are foreigners owning significant property in magarpatta and this service is significantly hampering our life.
